Financial Opportunity Program Manager

JOB PURPOSE AND SCOPE:
The Financial Opportunity Program Manager herein referred to as Program Manager) oversees the performance and management of United Ways Financial Opportunity Program. The Program Manager co-creates and manages the Financial Opportunity Strategic Program Agenda with staff and strategic advisors to achieve population-based results articulated in the United Way Community Impact Agenda. In addition this position will identify and develop areas for United Way engagement and leadership in the financial opportunity ecosystem including building relationships with diverse stakeholders and managing a collaborative and comprehensive plan of action that successfully engages the public, nonprofit, and private sectors. Reporting to the Chief Operating Officer, the Program Manager works collaboratively with the Community Development, Resource Development, and Marketing teams to ensure the Strategic Program Agenda is communicated effectively to stakeholders and to ensure alignment and integration of work with organizational priorities.

What the role will accomplish:

  • Enhance and measure performance toward the Financial Opportunity Strategic Program Agenda and ensure continued alignment with the vision and mission of the organization.
  • Manage Financial Opportunity programs such as Bank On Central Texas, Learn Where You Earn, and partnerships to maximize EARNED INCOME TAX CREDIT and Financial Education/Coaching initiatives.
  • Build and maintain positive relationships with a broad group of stakeholders including but not limited to the Financial Opportunity Leadership Council, Community Investment Grant partners, governmental organizations, community partners, issue area experts, and strategic advisors.
  • Manage partner relationships including overseeing reporting, review and interpret outcomebased grant applications and reports, provide ongoing technical assistance and customer service to individual partners.
  • In concert with the Director of Grants, set and manage budgets, develop partnership and funding proposals.
  • In concert with the Director of Strategic Communications and Public Affairs, contribute to the development of UWCA's public policy agenda.

ESSENTIAL FUNCTIONS:

Develop strategies and implement programs - 30%

  • Research population specific data to inform indicators and forecasts of progress
  • Use data to identify needs and gaps;
  • Research best practices;
  • Create and/or manage programs that best meet community needs and United Way value add.

Measure and communicate results - 25%

  • Via the Strategic Program Agenda measure and communicate results on a quarterly basis;
  • Ensure external partners have a plan and method to report results quarterly;
  • Find compelling data to report progress and work with marketing team to create materials to communicate success.

Build relationships with key stakeholders to advance the Strategic Program Agenda - 25%

  • Enter into subcontracts and MOUs with strategically aligned partners;
  • Obtain guidance and partnership from all necessary partners including funded partners, governmental organizations, community partners, issue area experts, and strategic advisors;
  • In coordination with chair, lead and facilitate Financial Opportunity Leadership Council to achieve progress on the Strategic Program Agenda via annual business and action plan creation and management.

Departmental Planning and Admin - 20%

  • Create and manage budget and spending plan for each project and grant;
  • Hire and manage grant-funded and/or VISTA Financial Opportunity positions.

Education and Experience:

  • Bachelors degree in related field; masters degree preferred
  • 5-10 years related work experience
  • Experience with Results Based Accountability
  • Strong ability to work collaboratively in a team environment
  • Strong meeting facilitation skills
  • Results oriented and experienced at working with leadership teams and public officials
  • Can motivate teams and is a creative problem solver
  • Excellent verbal and written communication skills and the ability to interact professionally with executives, managers, and subject matter experts.
  • Enthusiastic can-do personality
  • Competency working with Microsoft Office product suite

2-1-1 Information and Referral Specialist

2-1-1 Texas provides telephone-based information and referrals to community organizations and health and human service agencies in a 10-county area of Central Texas.

Job Description:
Assess callers' health and human service needs and make appropriate referrals, provide advocacy for callers, assist with special community collaborations in non-profit call center environment.

The current opening is full-time, contract only.

Education and Experience:
Bachelor's degree in Social Work, Psychology, or a directly related field AND two (2) years related work experience.

Licenses, Registrations, Certifications, or Special Requirements:
None required.

Knowledge, Skills, and Abilities:
Excellent communication, problem solving and listening skills, able to multi-task, open to structure and direction, professional, detailed oriented, ability to speak with callers over the phone, customer service focus, and basic knowledge of Windows-based software systems. This position requires a high level of empathy and sensitivity to all incoming inquiries. Regular and punctual attendance is required in this job.

Preferred:
Bilingual in Spanish. Experience in health and human services or related call center. Certified by AIRS as CIRS/CRS, or eligible within a year for certification.

Work Environment & Other Information:
Call center environment.
Eight hour shifts between 7:30 AM to 6:30 PM Monday through Wednesday and 7:30 AM to 6:00 PM Thursday through Friday.
*Must be willing to work overtime as needed. Must be willing to work overtime, some nights and weekends if a disaster occurs.

The 2-1-1/United Way Helpline has handled 4,455 tax-related calls since December 2009. In mid-February, UWCA funded partner Foundation Communities reported nearly 7,000 tax returns filed, totaling $17,476,930 in refunds. Earned Income refunds, totaling $6,751,098, made up 75% of the returns.
